Dr. Yudvir Singh Kotwal, Medical Superintendent of District Hospital Kishtwar, has been suspended for unauthorized absence. The Deputy Commissioner of Kishtwar issued an order, citing Dr. Kotwal’s absence during a field visit as a violation of Article 128 of the JK CSR 1956 and Rule 31 of the Jammu and Kashmir Civil Services Rules.
An enquiry into the matter has been ordered, to be conducted by the ADC Kishtwar and submitted within seven days. Dr. Kotwal will remain attached to the Chief Medical Office Kishtwar during his suspension, and BMO Kishtwar will take over his duties as Medical Superintendent.
Adding to the confusion, Dr. Kotwal was granted five days of casual leave after the suspension order was issued. This raised concerns about potential involvement of higher officials in the matter. However, the leave order was quickly rescinded by the DHSJ following intervention from the Chief Secretary and Secretary of Health and Medical Education.
