Chief Minister Omar Abdullah recently chaired a meeting to review proposed reorganizations within the Housing & Urban Development Department (HUDD), emphasizing the critical need to bolster institutional capacity for effective implementation and long-term sustainability.
Key attendees included Advisor to the Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dulloo, Additional Chief Secretary to the Chief Minister Dheeraj Gupta, Commissioner Secretary H&UDD Mandeep Kaur, Commissioners of the Srinagar and Jammu Municipal Corporations, and other senior officials.
Commissioner Secretary H&UDD Mandeep Kaur provided a detailed overview of the proposed departmental restructuring, which aims to enhance operational efficiency, clarify roles, and improve service delivery throughout Jammu & Kashmir. She noted that the proposals, which have received financial concurrence, seek to optimize human resource deployment, increase efficiency, and strengthen urban governance.
Among the specific proposals:
- J&K Housing Board: Restructuring will address the current staff imbalance (over 50% Class IV employees) by rationalizing and creating new posts to improve technical capacity.
- Lakes Conservation & Management Authority (LCMA): Reorganization involves re-designating scientific and technical posts to align with Pollution Control Committee standards and rationalizing administrative roles to enhance scientific capabilities and eliminate redundancy.
- Town Planning Organisation (TPO): The focus is on strengthening town planning functions through the creation of specialized units, establishment of policy cells, and realignment of field offices for improved coordination and project execution.
- Architects Organisation: Established in 1971, this organization will undergo structural changes to revitalize its functioning and align with current infrastructure needs.
- Srinagar Municipal Corporation (SMC): Proposed reorganization aims to redefine its administrative setup for better efficiency and service delivery, addressing manpower and budgetary constraints following expanded functions due to the 74th Constitutional Amendment.
- Directorate of Urban Local Bodies (ULBs) for Jammu and Kashmir: Restructuring will address staffing gaps, administrative overlaps, and urban sanitation issues, with particular emphasis on creating environmental protection posts and rationalizing enforcement and revenue staff.
- Jammu Development Authority (JDA): Its restructuring proposal has already received Board approval and been forwarded to the Administrative Department.
- Srinagar Development Authority (SDA): A detailed comparative restructuring of both gazetted and non-gazetted posts is planned to enhance project execution and policy implementation.
- Urban Environmental Engineering Department (UEED): Reorganization focuses on strengthening technical manpower and introducing reforms to improve scientific waste management, drainage, and sanitation systems.
The meeting also reviewed the newly framed recruitment rules for the Jammu Municipal Corporation, formulated in light of the reorganization.
Chief Minister Abdullah stated that the implementation of these proposals would significantly enhance HUDD’s operational capabilities, generate substantial financial savings, and streamline urban governance across Jammu and Kashmir. He affirmed that these reforms align with the broader vision of sustainable urban development, transparency, and administrative efficiency.
