In an effort to improve public service and address citizen concerns, the Jammu and Kashmir administration has issued new directives for its officers. These include:
Fortnightly Tours: Administrative secretaries are mandated to conduct tours every two weeks, reviewing projects, inspecting sites, and addressing public grievances.
Regular Public Hearings: Secretaries will hold public hearings three days a week (except Wednesdays) between 3 pm and 4 pm to directly interact with citizens and address their issues.
Weekly Tours and Public Hearings by Heads of Departments: Heads of departments, including deputy commissioners, are required to undertake weekly tours and hold public hearings three days a week (except Wednesdays) for the same purpose.
Prioritization of Public Outreach: The order emphasizes that no official meetings or engagements should be scheduled during tour days and public hearing hours, ensuring dedicated time for public interaction.
Monthly Reports: Administrative secretaries and heads of departments are required to submit monthly reports directly to the Chief Secretary and their respective departments, respectively. These reports will highlight issues identified during tours and public hearings, along with proposed solutions.
Effective Date: The order follows the appointment of Atal Dulloo as the new chief secretary of Jammu and Kashmir this month and aims to strengthen the administration’s connection with the people at the grassroots level.
