Under the leadership of Justice Tashi Rabstan, Chief Justice of the High Court of Jammu & Kashmir and Ladakh (Patron-in-Chief, J&K Legal Services Authority), a virtual meeting was convened to enhance legal and medical support for inmates in correctional facilities across the Union Territories.
The meeting, attended by Secretaries of District Legal Services Authorities (DLSAs), Medical Superintendents of Government Medical College & Hospital (GMCH) Jammu and Srinagar, and Jail Superintendents with Medical Officers, aimed to review and strengthen legal aid mechanisms related to inmate healthcare.
A key focus was the operationalization of Legal Aid Clinics at GMCH Jammu and Srinagar. Participants emphasized the need to replicate these facilities in all correctional institutions, ensuring inmates have consistent access to legal assistance. To achieve this, the meeting mandated:
- Full operationalization of Legal Aid Clinics: Each clinic will be staffed with designated Legal Aid Defense Counsels (LADCs) and Para-Legal Volunteers (PLVs) for timely legal support.
- Enhanced accessibility: Contact details of PLVs, Legal Aid Counsel, and nodal officers from GMCH Jammu and Srinagar will be prominently displayed in all jails.
- Facilitating medical treatment: Jail Superintendents were directed to provide all necessary facilities to enable inmates to benefit from specialized medical treatment, psychological counseling, and legal consultations available at the GMCH clinics.
This initiative aligns with the goal of expediting medical attention and resolving pending legal matters for inmates. Chief Justice Rabstan stressed the importance of collaboration between jail authorities, legal service institutions, and healthcare professionals to ensure the holistic well-being of inmates.
The meeting concluded with a commitment from all stakeholders to:
- Strengthen legal aid infrastructure in correctional institutions.
- Enhance Legal Aid Clinics, legal literacy initiatives, and rehabilitation programs.
- Improve healthcare access for jail inmates across J&K and Ladakh.
The J&K Legal Services Authority reaffirmed its dedication to upholding justice, ensuring access to legal remedies, and protecting the dignity and rights of all individuals, particularly those in custody.
