The Chief Secretary, Atal Dulloo, presided over a State Level Steering Committee (SLSC) meeting today to review and potentially approve the Annual Action Plans (AAP) for key Centrally Sponsored Schemes within the Agriculture Production Department.
Principal Secretary of the APD, Shailendra Kumar, was present alongside other key officials including Commissioner Secretary for Forests, Sheetal Nanda; Secretary for Tribal Affairs, Prassana Ramaswamy; Secretary for Planning, Talat Parvez; Secretary for Cooperatives, Babila Rakwal; Director General of Agriculture & Technology, Mahesh Dass; Director General of Budget, M Sultan; and other relevant Heads of Departments from the APD.
During the session, the Agriculture Production Department presented its proposed action plans for the 2025-26 fiscal year under major flagship initiatives such as the Krishonnati Yojana (KY) and the Rashtriya Krishi Vikas Yojana (RKVY) for the Committee’s consideration.
The proposed action plan for the Krishonnati Yojana, totaling a financial request of ₹20,881.62 lakh (significantly above the Government of India’s indicated ceiling of ₹14,923.00 lakh), encompasses sub-schemes focusing on crucial areas like seeds, nutrition, digital agriculture, and horticulture development.
Key sub-components under the Krishonnati Yojana included:
- Agriculture Extension ATMA: An AAP of ₹2,500.00 lakh was proposed for the Agriculture Technology Management Agency (ATMA), which serves as an essential link between agricultural research, extension services, and the farming community.
- Seeds (SMSP): An action plan of ₹750.00 Lakhs was submitted with the goal of ensuring farmers have access to high-quality seeds in a timely and affordable manner.
- National Food Security & Nutrition Mission (NFSM): A plan of ₹875.00 lakh was presented to enhance the production of rice, wheat, pulses, and coarse cereals through both expanding cultivation areas and improving productivity.
- National Mission on Edible Oils-Oilseeds (NMEO-OS): An AAP of ₹312 lakh for the 2025-26 fiscal year aims to boost domestic edible oil production by increasing oilseed productivity and promoting superior varieties and hybrids.
- Mission for Integrated Development of Horticulture (MIDH): With a substantial AAP of ₹11,850.50 lakh, this mission seeks to elevate horticulture production and improve farmers’ livelihoods through sustainable practices.
- Digital Agriculture Mission (DAM): A plan of ₹4,604.62 lakh was proposed to modernize land records and agriculture using digital technologies. This initiative aims to enhance productivity, reduce input costs, and improve farm-level decision-making, including the development of a unified farmers’ database and the geo-tagging of agricultural assets.
Furthermore, the Rashtriya Krishi Vikas Yojana (RKVY) for the Financial Year 2025-26 has a proposed Annual Action Plan of ₹9,900.00 lakh. This initiative aligns with the ongoing implementation of the National Mission on Natural Farming (NMNF) across the region, demonstrating a comprehensive approach to bolster agricultural sustainability, promote mechanization, and empower farmers.
The Proposed Annual Action Plan under RKVY for 2025-26 includes allocations for several vital sub-schemes aimed at comprehensive agricultural development: Soil Health and Fertility (₹280 lakh), Rain-fed Area Development (₹224 lakh), Paramparagat Krishi Vikas Yojna (PKVY) (₹615.20 lakh), Per Drop More Crop (₹1,750 lakh), Agriculture Mechanization (₹3,141 lakh), and Agroforestry (₹116.25 lakh).
These various sub-schemes underscore the government’s commitment to transforming agriculture into a more productive, sustainable, and technologically advanced sector.
