Lieutenant Governor Manoj Sinha recently attended the Passing-out Parade of the 17th Batch of Probationary Deputy Superintendents of Police (DySsP) and the 26th Batch of Probationary Sub-Inspectors (PSIs) at the Sher-e-Kashmir Police Academy (SKPA) in Udhampur. A total of 49 DySsP and 1112 PSIs successfully completed their intensive training.
In his address, the Lieutenant Governor congratulated the new police officials, urging them to uphold the values and traditions of the J&K Police. He emphasized the historical role of warriors in upholding ‘Dharma’ and likened the power being imparted to the passing-out officers to the creative power of Lord Brahma, the nurturing power of Lord Vishnu, and the absolute power of Lord Shiva. He paid tribute to the J&K Police bravehearts who sacrificed their lives for the nation, expressing pride in their professionalism and effectiveness in combating terrorism and security challenges.
Lieutenant Governor Sinha stressed the importance of the police force in protecting society and ensuring peace, development, and stability. He highlighted the need for the J&K Police to safeguard ancient values like truth, justice, morality, law, and good governance. He also called for the adoption of modern technology, including Artificial Intelligence, to enhance data collection and analysis for countering security threats and preventing radicalization.
Eradicating terrorism from Jammu and Kashmir was stated as a top priority. The Lieutenant Governor urged a multi-pronged approach, integrating intelligence, community engagement, technology, and inter-agency collaboration. While acknowledging technological advancements, he underscored the irreplaceable role of beat policing and area policing, advocating for a balance between technical intelligence (Techint) and human intelligence (Humint) to strengthen counter-terrorism efforts. He also encouraged fostering collective vigilance within communities to improve coordinated responses against terrorists and build public trust.
The Lieutenant Governor emphasized Intelligence-Driven Anti-Terror Operations, reiterating that he has given the J&K Police and security forces a “free hand” to deal with terrorists and their ecosystem. He called for combined efforts from the police, Indian Army, and CAPF to eliminate terrorists and their support networks, stressing the need to intensify targeted strikes on Over Ground Workers (OGWs) and bring those providing logistical and financial support to justice.
He extended felicitations to the trainers and officials of the Police Academy Udhampur, as well as the families of the passing-out DySsP and PSIs. Garib Dass, Director of Udhampur Police Academy, briefed on the comprehensive training program, which included proficiency in New Criminal Laws, Artificial Intelligence, cybercrime, narc-terrorism, general warfare, field craft and tactics, counter-terrorism, counter-insurgency, human rights, and law & order.
The Lieutenant Governor took the ceremonial salute, inspected the parade, and felicitated recruits who excelled during their training. An oath was administered to the passing-out DySsP and PSIs, pledging dedication and honesty in their duties.
Dignitaries present at the event included Nalin Prabhat, DGP J&K; Ramesh Kumar, Divisional Commissioner, Jammu; Saloni Rai, Deputy Commissioner Udhampur; senior officials from Police, Security Forces, and civil administration, along with family members of the passing-out officers. Also in attendance were Lal Chand, Chairman, District Development Council, Udhampur; Pawan Gupta, Balwant Singh Mankotia, RS Pathania, and Sunil Bhardwaj, Members of Legislative Assembly, and numerous prominent citizens.
