CS Atal Dulloo Favours Adoption Of Online Systems For RR Updation And DPCs

The Jammu and Kashmir administration is rolling out a major governance reform to streamline and digitize two critical human resources processes: the updating of Recruitment Rules (RRs) and the timely holding of Departmental Promotion Committees (DPCs). This initiative, which aims to boost employee morale and efficiency, was recently discussed in a high-level meeting led by Chief Secretary Atal Dulloo.

The New Digital System

The reform centers on developing a dedicated online portal to manage these processes. The Chief Secretary has directed the IT consultancy firm BISAG-N to create the portal, which will include the following key features:

  • Real-time tracking: The system will assign unique proposal IDs and provide department-specific dashboards for tracking submissions and progress.
  • Automated alerts: Departments will receive automatic notifications about pending actions and upcoming deadlines.
  • Online document submission: The portal will allow for the online uploading of all necessary checklists and draft documents.
  • Centralized digital repository: A central digital database of all Recruitment Rules will be created.

This move is intended to transition from a manual, time-consuming system to a transparent, efficient, and time-bound online process.

Implementation and Future Steps

To ensure a smooth rollout, a committee has been formed, chaired by the Principal Secretary of the Public Works Department (PWD). The committee is tasked with finalizing the implementation details.

Additionally, the ARI & Trainings Department will:

  • Appoint and train Nodal Officers in each government department.
  • Organize training programs for officers to build their capacity once the system is live.

The entire process, from proposal submission to final recommendations, is expected to follow a strict timeline, with preliminary reviews taking no more than 15 days. By using technology to simplify and expedite these procedures, the administration aims to create a more motivated workforce in Jammu and Kashmir.
